Three Hundred Dollars

But not everyone is ready to move on. Some people say $300 doesn't cover the use of a city chopper, boats, and cops... And some say it's just right:

Police spokesman Anthony Guglielmi called the tab "absolutely fair-market rate," and said it was based on 15 minutes of marine police time and boat fuel and the minutes the Foxtrot helicopter hovered over the scene. The spokesman did not provide a detailed breakdown of expenses, such as the number of officers involved and their pay rates.

Which is understandable, but probably only if the helicopter was already in the neighborhood, "hovering over the scene." Maybe it can hover over the scene when you're ready to propose? Although, spending those $300 might mean one less guest at your wedding!

Was he afraid that she (I hope) might try to make a run for it?

Can you say 'token payment'?

FishHawk, "The good news is that I want to make an honest woman out of you. The bad news is that I will have you arrested if you say no. The worst news is that my political career is over either way."

Yellojkt, even as a token payment there are a few zeroes missing at the end. Frankly, it just makes it look worse for Cardin's uncle.
